"Distaff-women manage rusty bills"

Emblem of Civil Sedition from Cesar Ripa's Iconologia, English translation, 1657. The text reads:
"A Woman arm'd with a Halberd in one Hand, and a Branch of evergreen Oak in the other; two dogs at ther Feet snarling one at another. The Branch signifies that it being so strong a Plant that it is not easie to be cut in Pieces, yet by striking one against another, they are soon broken; so the Republick being well guarded, difficulty yields to an Enemy, yet clashing one against another, by Sedition, soon falls. The two Dogs denote Sedition, which, being of the same Species, yet quarrel for Meat, or a salt Bitch."
